stored procedures - resouce intensive or not

there came a situation in one of the company i visted.,
the situation is
which way of working is good.,
using stored procedures
or
using MQ series as a middle ware

the platforms which they were working are
host os390 system and java applications

1. when the suggestion of stored procedures was put forth., somebody raised an idea that using stored procedures you make the host cpu mostly working for db2 and udb systems
is this correct argument or not is the question

2. on the otherhand using MQ series., a sort of host programming for each and every service ., maintenance etc.,

I was a bit confused which is better and when to use what.,
