DB2 APAR PQ59207 (SQLCODE 0 ON V7 WITH INVALID PKLIST ENTRY, EXPECTING SQLCODE805 OR SQLCODE812) says:

This apar also adds a new zparm, PKGLDTOL, to DSNTIJUZ. Valid values are NO and YES. NO (the default) tells DB2 to enforce the mentioned V7 rule. YES tells DB2 to tolerate the package not found condition when processing the SQLs indicated above.
DB2 will then use the default encoding scheme and CCSID in cases then the package not found condition is encountered.

We can assume that this parm will still exist in the next version of DB2.
