Q1)
You should only use the fixpack SAP has approved. E.g. FP6b is an intermediate fix made for SAP

Q2)
"Best" FP for 64Bit is FP10. But the most best FP for 64Bit is V8.1 :-) because there are some restrictions within 7.2 which are not really 64Bit like.
